Jacquelyn McCroskey, D.S.W.

Dr. McCroskey, who holds the John Milner Professorship in Child Welfare, was named California Social Worker of the Year by the National Association of Social Workers in 2003. She is an active advocate for children and families in Los Angeles County, advising policy makers, administrators and philanthropists on using data to improve program planning and track results. She was one of the founders of the Children's Planning Council, which has been called the “strongest and most influential cross-system vehicle advocating for reform of children’s services system in a major U.S. metropolitan area.” She is a commissioner of the First 5 LA Commission; serves on the County’s Child Care Policy Roundtable; and has served on the City of Los Angeles Commission on Children, Youth and Their Families.
Dr. McCroskey’s research focuses on the financing and organization of services for children and families, utilization of results and performance measurement in the social services, the effectiveness of child welfare services and the impact of inter-professional training on professional development.

Mr. Furman holds an appointment as an Academic Coordinator in the UCLA Department of Social Welfare. He has been managing evaluation for the Inter- University Consortium training program since its inception, developing learning and transfer of learning assessments for that Consortium. He is currently project director for an evaluation of prevention program development in California’s small counties. In the recent past he has participated in studies of emancipation preparation for youths in child welfare, of the implementation of family preservation/family support programs in California, as well as a workforce recruitment/retention study in long term care.
Mr. Furman’s academic training is in Sociology, and before his conversion to child welfare he was active in educational and mental health services research, including a stint as director of program evaluation for the New York State Department of Mental Health.

Ms. Carter-Williams has worked in the area of education and child welfare for nearly seven years as a professional consultant and serves as an adjunct teaching faculty member at the University of Southern California School of Social Work. Ms. Carter-Williams’ areas of specialization are program design, development, and implementation, data tracking, and program performance.
Ms. Carter-Williams has worked with the Departments of Children and Family Services and Probation as a consultant member of the Los Angeles County Chief Administrative Office appointed Interim and Design Teams. She has helped to develop information systems for tracking services provided to Emancipation Services and Independent Living Program youth (DCFS and Probation) and a web-based outcomes reporting system for emancipated foster youth.
Ann Reyes Robbins, JD, reyesrob@usc.edu
Ms. Reyes Robbins holds a certification as a Family Law Specialist in
Indiana and is also a registered domestic relations mediator and former
juvenile court magistrate. While in private practice, Ms. Reyes Robbins
focused her career on advocacy for children, serving as trial counsel for
the Allen County Division of Children and Family Services and the Allen
County CASA program. Ms. Reyes Robbins also obtained certification as an
Indiana probation officer in 1998. She was employed in that capacity as the
Administrative Division Assistant Chief Juvenile Probation Officer for Allen
County, serving as a liaison for the Allen Superior Courts Education Track
program and coordinator of the IV-E waiver funds.
Ms. Reyes Robbins has served as a guardian ad litem for children in both the
abuse and neglect arena and juvenile delinquency cases and has experience
with the Structured Decision Making models utilized in the states of
Michigan and Indiana. She is currently a PhD student in Social Work at the
University of Southern California.
