This concept paper, written by Jacquelyn McCroskey, provides a framework for performance measurement, program evaluation, and research, with the intention to support continuous learning in DCFS. This paper has been presented to DCFS managers. It is also used as a key reference for discussions with DCFS staff and community-based agencies around developing the evaluation of Points of Engagement.
